NEW WINDSOR, N.Y. -State and local authorities are trying to determine what triggered explosions and a fire at a cosmetics factory in New York's Hudson Valley that killed one employee and injured almost three dozen other workers and firefighters.

Green said fire crews from across Orange County and from neighboring counties responded, along with hazardous materials teams. He was taken to the burn unit at Westchester Medical Center. None of the injuries appear to be life-threatening.

He said the crews were still battling the blaze early Monday afternoon. One was related to problems with the handling of flammable and combustible liquids. The company agreed to pay $41,000 (U.S.) in penalties.

Video from the scene showed thick, black smoke spewing from a section of the roof in the sprawling facility, which includes manufacturing and warehouse buildings.

'I don't believe at this point that it is completely under control, ' Green said.

Gov. Andrew Cuomo said state emergency response teams have been sent to the factory.

The first explosion occurred at about 10:19am local time Monday at the Verla International cosmetics factory in New Windsor, 55 miles north of New York City.

State health, police and environmental officials were sent to the scene to monitor any secondary effects from the explosion such as a decline in the air quality. Among the injuries were burns, smoke inhalation, and falls when the explosion happened.

The 37-year-old company's website says it manufactures and packages nail polish, cosmetics, personal care, lotions, and fragrances. There are almost 400 employees working for the company, but it's unclear how many were on site when the incident occurred.
