Nineteen cities are bidding for EMA, which has almost 900 staff and acts as a one-stop-shop for approving and monitoring the safety of drugs across Europe.

Another 19 applications were submitted to host the European Medicines Agency (EMA), which oversees medicines across the member bloc. Hungary, Cyprus, Slovenia and the three Baltic states of Lithuania, Latvia and Estonia have not bid for any.

The future headquarters of the two agencies will be decided by a vote of the 27 member States on 20 November.

Accessibility and efficient infrastructure are the top two agreed criteria.

Luxembourg Finance Minister Pierre Gramegna has said Luxembourg is willing to offer the EBA "state-of-the art office space, free of rent", with the building being "ideally located a few minutes' drive from the city centre, European institutions and the worldwide airport".

European Union affairs ministers will first vote to choose the EMA location, before voting on the EBA's new city, using a complex voting system that could end up with Estonia, the current European Union presidency, "drawing lots" if there is no victor after three rounds.

"Luxembourg has not positioned itself as vultures circling round the Tower of London waiting for all those jobs to fly out our way", Luxembourg's ambassador George Friden told reporters in Brussels. The country aims to host the European Banking Authority (EBA).

Six countries - Austria, Belgium, France, Germany, Ireland and Poland - have made bids for both agencies.

The EMA headquarters are now in London.
