Sandra Bland's family gets United States dollars 1.9 million in U.S. jailhouse death case

Lambert said that under the settlement Waller County must provide emergency nurses during all shifts at the jail; use automated electronic sensors to ensure accurate and timely checks on all occupied jail cells; and actively seek passage of state legislation that would provide greater funding for the intake and screening of county jail inmates and for other supports for local jails.

But the defendants' legal team said the settlement had not yet been finalised.

While her family maintains she was in no way suicidal at the time of her death, at her booking, Bland is on tape telling jail officials that she has previously attempted to commit suicide.

Most of the settlement amount will be paid by the Waller County jail at $1.8 million. He also says the county "vigorously" denies any fault or wronging in Bland's death. An autopsy by a county medical examiner ruled the death a suicide. Attorneys for Bland's family and for Waller County could not be immediately reached for comment Thursday morning.

Waller County attorney Larry Simmons also said Thursday that the parties agreed in writing that the agreement would be kept confidential until it was finalized.

Bland's mother told WLS today, "I'm just literally grateful that it's all over".

The lawsuit said that jail personnel put her in a cell with "a variety of inappropriate items for a jail cell, including a large garbage can, garbage bags, exposed beams, cords, and other items".

The officer who stopped her, Brian Encinia, was sacked in March after he was indicted for perjury by a grand jury, in connection with statements he gave about the traffic stop, CNN reports. Texas State Trooper Brian Encinia threatened to use a stun gun on Bland after the confrontation became heated. However, the video showed that he was the one who had been combative, and despite Bland constantly asking what he was arresting her for, the trooper never gave her an answer. The conditions also include changes to the treatment of inmates at the jail where she was held. Encinia, who was sacked from his job by the Texas Department of Public Safety, pleaded not guilty to a misdemeanor charge of perjury in March.

"The cost of the settlement is good risk to them as compared to the risk what a jury might do in this case", he said.

Bland was pulled over in her auto on July 10th, 2015, by then-state trooper Brian Encinia for failing to signal a lane change in Waller County, northwest of Houston. He pleaded not guilty to the charges and has since been fired from DPS.
