Crane collapses on lanes of Tappan Zee Bridge in NYC suburbs

A construction crane is sprawled across lanes in both directions after collapsing on the Tappan Zee Bridge, Tuesday July 19, 2016, in NY.

Cuomo said the crane was one of 28 working on a new bridge being built next to the Tappan Zee and "operating with what they call a vibratory hammer".

In a press briefing, Cuomo said one southbound lane on the bridge will open at 7 p.m., and two lanes will be open at 8 p.m.

"It's a miracle that the boom fell across six lanes of traffic, cars that are doing 60 to 70 miles an hour, and not one vehicle was hit by the boom", engineering labor representative Jeff Loughlin said.

The machinery toppled over a barge before it collapsed across all lanes of the new span of the bridge, which crosses over the Hudson River at its widest point.

"It looks a lot like the old punch-throughs where you actually see the water through the roadway", Day says.

Construction on the new Tappan Zee Bridge has been underway for three years.

Rockland County had a helicopter and marine unit at the scene, county Executive Ed Day said.

"The crane that failed is a new crane". "We were very, very fortunate that the situation wasn't worse", Cuomo said.

Cuomo spoke again around 5 p.m., when he said the northbound lanes were reopening.

Video from a news helicopter showed at least one person being removed from a auto and loaded into an ambulance.

Witnesses said the crane started falling slowly and then literally crashed. "If you said to me that a crane could fall across the bridge with the boom at noon and not hit a vehicle or a person, I wouldn't believe it".

"I'd rather err on the side of caution", said Cuomo.

The damaged southbound lane is expected to stay closed during Wednesday morning's commute.
