NEWS BRIEF The Dallas Police Department will review more than 170 hours of footage from body cameras worn by police at a demonstration against police violence last week where a sniper killed five officers and injured nine more, the department's chief said Monday. The suspect, 25-year-old Micah Xavier Johnson of Mesquite, Texas, once served in the military.

"There was quite a bit of rambling in the journal that's hard to decipher", Brown said, adding that Johnson "obviously had some delusion". However, he changed after his stint with the military.

Several media organizations have reported that while Johnson was in Afghanistan from November 2013 to July 2014, a woman soldier in his unit accused him of sexual harassment.

"When all attempts to negotiate with the suspect, Micah Johnson, failed under the exchange of gunfire, the Department utilized the mechanical tactical robot, as a last resort, to deliver an explosion device to save the lives of officers and citizens".

Police officers grapple with "societal failures" over issues including mental health, drug addiction, and schooling that they're not equipped to handle, Brown said.

Killing Johnson was "not an ethical dilemma", he said.

"He seemed very much in control and very determined to hurt other officers", the police chief said.

He told U.S. publication Blaze: "I don't know what to say to anybody to make anything better".

The incident follows the formal announcement on Monday by Ms Eagle that she is challenging Jeremy Corbyn for the Labour leadership.

The fact that Johnson had material for explosives and talked of using homemade bombs during a standoff with police before he was killed indicated he could have inflicted more damage with more time, Dallas County Judge Clay Jenkins said. Johnson was ordered to avoid all contact with her.

Federal agents are trying to trace the origin of the weapons used, including a military-style semi-automatic rifle.

His attack was the deadliest day for US law enforcement since the hijacked plane attacks of September 11, 2001.

In Minnesota, a police officer fatally shot Philando Castile during what appeared to be a routine traffic stop.

Police Chief David Brown, a black man who pushed through the reforms despite resistance from the rank-and-file, boasted at a news conference Monday that crime, police shootings and excessive-force complaints against the department have all dropped dramatically on his watch.

Video from Dallas showed protesters marching along a downtown street about half a mile from City Hall when shots erupted and the crowd scattered, seeking cover.

Police also said Johnson used his own blood to write the letters "RB" on a wall before he was killed.

He has since seen the department through hard times, including a near riot after an officer-involved shooting and an attack on police headquarters.
