Russia to list US media as 'foreign agents'

"New Russian legislation that allows the Ministry of Justice to label media outlets as "foreign agents" and to monitor or block certain internet activity presents yet another threat to free media in Russia", State Department spokesperson Heather Nauert said in a statement last month.

In a video statement, Radio Free Europe/Radio Liberty President Tom Kent said it was unclear how the organisation would be affected by the moves and that it would "study carefully" communications from Russian Federation.

USA officials protest the validity of Russia's actions, saying the Russian Federation law is far more stringent than FARA, and that Russian Federation uses its foreign agent legislation to silence opposing opinions and independent media, RFE/RL says. Earlier, RT, formerly known as Russia Today, was required to register as a "foreign agent", setting off plans to take a similar measure against USA media in Moscow.

"The Duma decision might be looked upon as censorship or infringement of the rights of American journalists here but we understand that we have to make such decisions because the Congress has made such a decision in regards to RT", Duma deputy speaker Pyotr Tolstoy told The Washington Post on Monday.

Under that law, "foreign agents" must include in any information they publish or broadcast to Russian audiences a mention of their "foreign agent" designation.

Russian President Vladimir Putin signed into law last month the measures in response to what Moscow says is unacceptable U.S. pressure on Russian media.

On Tuesday, Radio Free Europe/Radio Liberty quoted its president, Thomas Kent, as saying he had received no details about what the foreign agent designation will mean.

Klimov also restated Moscow's position that this was a "mirrored response" to the steps taken by the US Justice Department.

The document recommends that legislatures in Russian regions adopt similar bans against Voice of America, Radio Free Europe/Radio Liberty and their affiliates.

He said the targeting of USA state media outlets in Russia could legitimise future restrictions on both worldwide and Russian outlets.
