US Arrests Ex-Hong Kong, Senegal Officials for Bribery

USA authorities arrested two officials representing a Chinese energy company in a multi- year, multi-million dollar bribery scheme in Africa, with some deals arranged in the halls of the United Nations, officials announced Monday.

USA authorities have arrested two foreign officials on charges of participating in a large-scale corruption system seeking to secure favorable investment terms for Chinese energy company CEFC in Africa.

(Ecofin Agency) - Senegal's former foreign affair minister, Cheikh Tidiane Gadio (picture), and Chi Ping Patrick Ho, the head of an NGO based in Hong Kong and Virginia, in the Eastern part of the USA, were arrested by the U.S justice in the framework of a case of corruption of high officials in Chad an Uganda.

The detainees are the former home affairs secretary of Hong Kong, Patrick Chi Ping Ho, and the former foreign minister of Senegal, Cheikh Gadio.

The company was not identified in the announcement or the complaint filed in NY federal district court, but details in the complaint pointed to CEFC China Energy, the Shanghai-based rising star of China's energy industry.

Now, with CEFC China Energy seemingly benefitting from these bribery deals, one can not help but wonder about the impact that the investigation may have on the ambitious OBOR initiative. They were arrested over the weekend in NY.

"Wiring nearly a million dollars through New York's banking system in furtherance of their corrupt schemes, the defendants allegedly sought to generate business through bribes paid to the president of Chad and the Ugandan foreign minister". The charges, of violating money laundering legislation and the Foreign Corrupt Practices Act, could result in jail sentences of up to 20 years.

Acting Assistant Attorney General Kenneth Blanco said the scheme involved bribes at the "highest levels of the governments" of two nations.

The non-profit says it is registered in Hong Kong and Virginia and is supported by "a special private grant fully sponsored by China Energy Fund Co".

They're accused of paying the president of Chad and the Ugandan foreign minister at the time to secure business advantages for the Chinese firm.

As for Chi Ping Patrick Ho, the U.S. justice accuses him of having transferred money to the account of the Ugandan minister of foreign affairs, in addition to providing him gifts and making him other favors.

"Mr Ye was labelled China's "newest oil baron" by Forbes Magazine in 2016 after his company made a number of large investments in the Czech Republic".

The detailed allegations shed new light on the company, a privately owned enterprise that in just a few years has risen to prominence in China's oil and gas sector, which is dominated by state-owned behemoths.

The Chinese company that has of recent shown interest in Uganda is called Energy China, not China Energy.
