Trump declares opioid crisis a 'national public health emergency'

Trump will declare a public health emergency to combat the opioid crisis. Here's what that will do.

The President urged Congress to add money to a public health emergency fund that hasn't replenished for years and again promised to build a wall along the Mexican border.

The President stopped short of his promise to declare a national state of emergency, which would have given states access to funding from the federal Disaster Relief Fund.

Trump said that his administration would announce a new policy that would "overcome" the rule, suggesting officials would focus on granting waivers that allow states to expand treatment options.

In August, the commission issued an interim report which recommended Trump declare the opioid crisis a national emergency under either the Public Health Service Act or the Stafford Act.

The Public Health Emergency Fund now contains just $57,000, according to the Department of Health and Human Services, a negligible amount.

The opioid epidemic killed 64,000 Americans in 2016, prompting Trump to call it the "worst drug crisis in our nation's history". But it remains unclear what impact Trump's new order will have on the crisis.

The Public Health Emergency Fund at HHS now stands at $57,000, according to an agency spokesperson, and officials said the president's declaration won't yet include a request for Congress to replenish the fund.

On March 29, President Donald Trump issued an executive order establishing the President's Commission on Combating Drug Addiction and the Opioid Crisis and vowed to lead an aggressive coordinated federal campaign against it. During his speech on the opioid epidemic, President Trump told a personal story about his late brother, underlining why he takes the topic of addiction so seriously. Those people did not have a choice to, as Trump said, "not to take drugs, just not to take them". "We need to be in it for the long haul".
