Anti-dumping duties against Bombardier for CSeries expected today

Further tariff of 80% imposed on import of C-Series

The US Commerce Department has added to Canadian plane maker Bombardier's problems with the announcement of a further import duty on its CSeries aircraft.

A second levy of 80% is also being applied to Bombardier's sales to the USA after a preliminary finding that the jets were sold below cost price to Delta Air Lines in 2016.

The decision falls in line with US President Donald Trump's "America First" push and further strains the already rattled US trade relations with the United Kingdom, where the C-Series jets are made.

Bombardier pointed out that the CSeries 100- to 150-seat airline carrier, still to be manufactured to fill the Delta order, will be built with half of the parts coming from USA suppliers.

"The Commerce Department's approach throughout this investigation has completely ignored aerospace industry realities", Bombardier said in a statement.

The decision adds 79.82 per cent to 219.63 per cent in preliminary countervailing tariffs once deliveries to Delta Air Lines begin next year. The chair of the International Trade Committee this week wrote to the secretary of state for greater clarity on the Bombardier situation, asking whether the decision suggests the USA "is taking a more protectionist stance to international trade".

After the first duty was announced on September 26, Canada and Britain threatened to avoid buying Boeing military equipment, saying duties on the CSeries would reduce US sales and put thousands of Bombardier jobs in their countries at risk.

A Bombardier union said it wasn't surprised by the new duty given the 48 per cent increase in the number of dumping allegations since the Trump administration took office.

Ottawa and Bombardier have in turn accused Boeing of manipulating the US Trade Remedy System to try to stop a rival from selling on the US aviation market.

Last month, defence secretary Michael Fallon said: "This is not the behaviour we expect from Boeing and it could indeed jeopardise our future relationship with them".

"These tribunals are like the right arm of the large corporations of Boeing", said Dave Chartrand, Quebec co-ordinator of the International Association of Machinists and Aerospace Workers. The firm order for 75 aircraft had a list price of US$5.6 billion, although large orders typically secure steep discounts.

The government of Quebec, for its part, asserts that the amounts paid to Bombardier are investments and not subsidies.

He added: "Ministers have a duty to defend jobs and future manufacturing in Northern Ireland and the rest of the United Kingdom by demanding Boeing attends an urgent summit involving Prime Minister Theresa May and the Canadian prime minister Justin Trudeau alongside the unions representing our workforce and withdraws its unwarranted claims".
