A New York Times White House correspondent, meanwhile, tweeted "WH spox (spokesperson) denies WSJ story claiming USA might stay in Paris accords - saying position hasn't changed".

The Wall Street Journal reported on Saturday that Trump administration officials said the United States would not pull out of the agreement and had offered to re-engage in the deal.

The report comes three months after Trump said the USA would pull out of the pact and renegotiate terms.

Washington has said it would participate in United Nations climate change meetings during the withdrawal process, which is expected to take at least three years.

Some experts have suggested that left Trump with a bit of wiggle room, where he could declare he had withdrawn, only to renegotiate terms that he would portray as being more favorable to the U.S.

Stewart Patrick, a fellow at the Council on Foreign Relations, said Paris will host a meeting on the implementation of the agreement later this year, and other leaders have made it clear they are committed to the deal.

Two people at the meeting said that they were told America would instead seek compromises within the existing framework rather than renegotiating it. Trump announced his intention to withdraw from the landmark agreement in June, defying numerous country's top allies and drawing widespread criticism.

The Trump administration lost another round in its effort to punish cities that don't cooperate with its crackdown on undocumented immigrants.

Trump announced on June 1 that the USA would withdraw from the 2015 pact, saying it imposed wildly unfair environmental standards on American businesses and workers.

"The president's ears are open if, at some point, they decide they can come forward with an agreement that addresses the president's very legitimate concerns with Paris", McMaster said.

If true, it would represent a sharp reversal from one of Trump's signature policy pledges.

"The president said he is open to finding those conditions where we can remain engaged with others on what we all agree is still a challenging issue", Tillerson said.

Our position on the Paris agreement has not changed.

He told the Wall Street Journal that the United States would not renegotiate the Paris Accord or rip it up, but instead try to review the terms.

China's special representative on climate change, Xie Zhenhua, said the Paris accord should not only be respected, but commitments for emission reductions must be increased. If Trump sticks to his plan, the United States would not formally pull out until November 4, 2020 - a day after the next USA presidential election.
