North Korea launched what appeared to be an intermediate-range ballistic missile over northern Japan early Friday (local time), defying global calls to halt its provocations.

"As Kim Jong-Un's most recent launch demonstrates, this is one of the world's most urgent and risky security problems", he added. "And at that point, there's not a whole lot the Security Council is going to be able to do", Haley said.

By very publicly demonstrating that he not been deterred by Trump's warning of "fire and fury" if he threatened the US or its allies, Kim has challenged the US President's ability to draw clear strategic red lines and to follow through on his warning of a military response to the young autocrat's repeated provocations.

"We try and push through as many diplomatic options as we have", Haley said.

Up until recently, United States assurances to Japan and South Korea have been enough to keep both Seoul and Tokyo closely aligned with Washington in their responses to the North Korean threat. That plan seeks to set the stage for a resumption of talks after Pyongyang suspends its nuclear and ballistic missile activity and the US and South Korea suspend their joint military exercises. Trump has lambasted a United Nations sanctions package against North Korea passed this week that he says is "not a big deal" that might not have "any impact". North Korea also has the world's largest standing army.

Ahead of President Donald Trump's first U.N. General Assembly next week in New York, White House press secretary Sarah Huckabee Sanders is expected discuss the president's goals for the summit, as well as his speech to world leaders while there, in a news briefing Friday.

The U.N. Security Council is set to hold an emergency meeting later Friday to discuss their response to the latest launch, which came only three days after the council unanimously approved new sanctions on Pyongyang for its sixth and most powerful nuclear test on September 3.

Analysts are debating whether North Korea's shot over Japan was actually meant as a message to Guam as the ICBM flew far enough to theoretically reach the American island.

U.N. Ambassador Nikki Haley told reporters on Friday that North Korea has been "strangled" by sanctions and that, while it is important to pursue diplomatic options, military options remain squarely on the table if sanctions are not effective.
