But Fitzgerald did not say if that support was for the budget that passed the Assembly Wednesday - and could go straight to the desk of a supportive Walker - or for an amended budget, the future of which remains unclear in the Assembly.

One of five Wisconsin senators who refused to support the state budget said Thursday that he has changed his mind, leaving the Senate just one vote short of passage a day before the chamber plans to convene to take up the $76 billion spending plan.

Three conservative Republican senators from the Milwaukee suburbs— Chris Kapenga, Duey Stroebel and Nass — issued a list of demands on Wednesday to get their vote for the budget.

Foxconn says it also plans to "make use of the extensive supply chain in the state".

The Assembly floor debate began at noon and dragged on until 11 p.m. Democrats focused their criticism on tax cuts benefiting the wealthy rather than reducing taxes for the working poor, saying Republicans had "rigged" the budget against the middle class.

Walker said he's willing, as part of the budget, to introduce more changes to how the Wisconsin Department of Transportation operates and expedite the effective date of the prevailing wage repeal.

If the Senate makes any changes to the budget the document would have to go back to the Assembly since both houses must pass an identical plan before it can go to Walker for his signature. As it's now written in the budget, that repeal would take effect in September 2018.

A spokesman for Gov. Scott Walker, still in South Korea Friday on a trade mission, said he was trying to broker a deal. The way budget is now written, those requirements would go away on on September 1, 2018.

"This package gets me closer to saying "yes" to it", Kapenga said.

As the Senate's vote to pass the budget looms this Friday, current tensions within the Republican party renew fear that the budget will not pass on its first round.

Sen. Rob Cowles declined to say Tuesday if he backs the budget.

Craig didn't return a message.

Walker says he would support moving up elimination of the state prevailing wage to January 1 or even sooner. It increases spending for K-12 public schools by 5.9 percent, freezes tuition on University of Wisconsin campuses, raises fees on electric and hybrid vehicle drivers, and borrows $400 million more for road projects.

It implements a new fee on hybrid and electric vehicles, which supporters call a move to tax such vehicles more comparably to vehicles powered exclusively by fossil fuel.
