Vladimir Putin said Russia views sanctions on North Korea

The U.N. Security Council, of which Russian Federation is a veto-wielding permanent member, is now debating imposing fresh sanctions on North Korea, with Japan and the United States pushing for an oil embargo on the reclusive state.

The South Korean presidential spokesman quoted Putin as saying that Russian Federation was concerned that the blockage of oil supplies would hurt civilians including hospitals.

Amid escalating tensions in the Korean Peninsula today, South Korean President Moon Jae-in asked for his Russian counterpart's cooperation in urging the global community to cut off crude oil supplies to the North Korean regime.

Putin said Russian Federation exported a negligible amount of oil to North Korea - about 40,000 tonnes a year, according to Yoon.

Also speaking in Vladivostok, Japanese Prime Minister Shinzo Abe reiterated a call for the world to put the "greatest possible pressure" on North Korea to fulfil its United Nations obligations and freeze its weapons programs.

Putin's spokesman Dmitry Peskov was not immediately available for comment. He said it "offers a genuine way to defuse the tensions and a step-by-step settlement".

Moon urged Russian Federation to back stronger sanctions including the cutting off oil supplies, but Putin expressed concern that such moves would hurt regular North Koreans, said Yoon Young-chan, Moon's chief press secretary.

The clash was ignited by the deployment of a United States missile defense system aimed at countering possible attacks from North Korea.

"We can not resolve this situation without diplomatic tools, without talks".

"It is clear that it is impossible to solve the problems of the Korean Peninsula by sanctions alone and pressure", the president said at the economic forum in Vladivostok, following talks with his South Korean counterpart Moon Jae-In.

The South Korean president said they also reached consensus that pursuing nuclear and missile programs is the wrong path for Pyongyang to take and that easing tensions on the peninsula is an urgent matter.

At a joint news conference following his meeting with Moon, Putin condemned North Korea's tests, calling Pyongyang's missile and nuclear program a "crude violation of U.N. Security Council resolutions" that "undermines the non-proliferation regime and creates a threat to the security of northeastern Asia".
