US Order Closing of a Russian consulate

US will force Russia to shut down three consulates as part of 'downward spiral' in relations

"We believe this action was unwarranted and detrimental to the overall relationship between our countries", US State Department Spokesperson Heather Nauert said, adding that by closing the Russian consulate in San Francisco, both Washington and Moscow will have three consulates each in the other country.

The State Department announced Thursday that the consulate, along with a facility in New York City and one in Washington, D.C., must be shuttered by September 2.

"These closures will need to be accomplished by September 2". The State Department said the reduction impacted both American and Russian staff, but declined to say what happened to the personnel whose jobs had been eliminated.

"I think history will dispel these untruths in due time and America will begin to turn towards greater normalcy in relations with Russia", Kislyak said in an interview with Russian outlet TASS shortly before his departure. Additionally, the United States will not force Russia to reduce the size of its staff in the country and will allow them to operate in other USA -based Russian consular offices, a senior administration official told reporters in a conference call Thursday.

While calling the Russian order "unwarranted", Nauert said Thursday that the USA has "fully implemented" the reduction of the US mission in Russia. Annexes in NY and Washington that house trade missions also must close by Saturday.

Washington's plans to block Russia's stake in any Citgo energy sales-and possibly any land the government-owned company has in the United States-is a sign of escalating tensions between the United States and Russian Federation amid USA concern that Moscow is trying to broaden its influence in Latin America.

Russian Foreign Minister Sergei Lavrov on Thursday expressed "regret at the escalation of tensions in bilateral relations". The pair will meet in September in NY.

A senior USA administration official said on condition of anonymity that the decision would not translate into the expulsion of Russian diplomats; those who work in the buildings to be closed can be transferred to other outposts in the US.

The U.S. first responded to the staffing cut by temporarily ending nonimmigrant visa operations in Moscow.

"We have waited long enough, hoping that the situation would perhaps change for the better", Putin said when he announced the cuts. The order affects Russia's "chancery annex" in Washington and a "consular annex" in NY.
