The chairman of the Russian upper chamber of parliament's foreign affairs committee, Konstantin Kosachev, has said that the European Union's decision to expand sanctions against Russia over the row with Siemens gas turbines deliveries to Crimea works in the favour of the United States, Sputnik International reports.

Because of the delivery of the Siemens turbines to the Crimea, the European Union added on Friday three persons and three companies to its sanctions list on Russian Federation over Moscow's actions against Ukraine's territorial integrity, announced the press service of the European Council, the EU's top decision-making body.

"Establishing an independent power supply for Crimea and Sevastapol supports their separation from Ukraine and undermines the territorial integrity, sovereignty and independence of Ukraine", the European Council, which defines the EU's overall political direction and priorities, said in a statement. It said Topor-Gilka led negotiations with Siemens to acquire the gas turbines that eventually were illegally diverted to Crimea.

EU's 28 states must be unanimous to go ahead with sanctions and diplomatic sources said Italy's opposition meant a fourth name had to be dropped from the initial German proposal.

"Interference in a dispute between two business entities is a direct violation of worldwide legal norms", the Russian Energy Ministry said in a statement.

According to the Russian Energy Ministry, it expects the European Union to further clarify its decision to blacklist two of the ministry's officials. The Italian representation in Brussels did not immediately respond to a request for comment.

The additions contribute to the existing blacklist of 150 people and 37 firms subject to asset freezes and a travel ban to European countries.
