Vermont law already prohibits juvenile life without parole

Sears says that as more has been learned about brain development and juvenile crime, it didn't make sense to sentence juveniles to life without parole, no matter how horrific the crime. Such young offenders are barred from receiving that sentence in Kansas.

The Ohio Supreme Court last year overturned a de facto sentence of 112 years for an inmate convicted of kidnapping, robbery and rape as a minor, ruling it cruel and unusual punishment.

In 2014, the South Carolina Supreme Court ruled that sentences of life without parole were unconstitutional for juveniles, ordering that such inmates could request resentencing.

Lawmakers haven't recently submitted any bills to put an outright ban on such sentences for juveniles. These can effectively be life sentences.

The bill was introduced after a state Supreme Court ruling in January ordered resentencings for two men convicted of serious crimes they committed as juveniles. An appeal to the U.S. Supreme Court is pending.

However, corrections officials say there are no known inmates facing life terms without parole for juvenile offenses. While some have resentenced and released juvenile lifers locked up for years, others have resisted taking action as battles continue in legislatures and courts.

Wet Weather Anticipated in Local Forecast Monday, Tuesday
There will be a 10-20 percent chance of scattered thundershowers to thunderstorms across the Big Country through the afternoon. On Tuesday , election day, it will be mostly sunny, with a high near 85 and a light northeast wind, the weather service said.

The proposal also would have allowed juveniles to be eligible for a shot at parole after serving 15 years when their crimes didn't result in the death of someone.

Bryant has filed a petition challenging his life-without-parole sentence.

The Missouri Supreme Court continues to sort out such cases.

There is at least one case in Tennessee courts that challenges the 51-year sentence.

Davis has argued that he should be eligible for parole after serving 25 years and maintains that the 51-year provision means he has essentially been condemned to serve the rest of his life behind bars.
