Tobacco stocks crushed as FDA targets nicotine in cigarettes

Altria 2Q profit rises on higher cigarette prices beer

Wade pointed to a study published this month in the British Medical Journal, using data from the FDA's Tobacco Use Supplement to the Current Population Survey, which shows e-cigarettes contribute to significant increases in successful quit attempts across the country.

The agency said it was adopting a harm-reduction strategy that seeks to balance regulation of existing products and encourage development of "new products that may be less risky than cigarettes".

"The FDA plans to begin a public dialogue about lowering nicotine levels in combustible cigarettes to non-addictive levels through achievable product standards", the agency said in the announcement.

Smoking has always been the leading cause of preventable premature death and illness in the U.S., and is responsible for more than 480,000 deaths a year.

The U.S. Food and Drug Administration Friday announced a comprehensive plan for tobacco and nicotine regulation meant to stop new tobacco users from getting addicted, and lower the number of tobacco-related deaths.

Under the new timeline, the FDA said, makes of cigars, pipe tobacco and hookah tobacco would have until August 8, 2021, to submit applications.

"These principles have always been the core of our efforts in transforming the tobacco industry, as evidenced by our existing leadership in the snus [tobacco pouches] and vapor categories", a Reynolds spokesman said.

The policy will also apply to e-cigarettes, which are also known as tobacco vaporisers.

In a press release, published on the agency's website on Friday, the FDA said it will ensure it has the proper scientific and regulatory foundation to efficiently and effectively implement the Family Smoking Prevention and Tobacco Control Act.

Gottlieb also wants new rules to address flavored tobacco products and kids.

The smoking rate in the U.S.is falling. In April, Reynolds American, which was recently acquired by BAT, submitted applications to market six styles of Camel Snus tobacco pouches as being less harmful than cigarettes.

The iQOS technology from Phillip Morris is a new heat-not-burn tobacco system, which is garnering much industry attention.
