But so far Foxconn has only announced its intention to build "display panels used in televisions and other products" like "smartphones and vehicle dashboards", per the WSJ, and Gou mostly was motivated by "reducing the costs of shipping large-screen TVs from Asia".

Walker, a Republican who is facing a hard re-election next year, said the investment would create 13 000 jobs, with an average pay of $53 000 plus benefits. White House officials said that the project would create 3,000 jobs and Foxconn will invest $US10 billion into the factory.

Foxconn said the factory is planed for 2020, and it would be 20 million square feet or the size of 11 Lambeau fields.

White House officials called the development significant for bringing advanced manufacturing of electronics back to the United States after decades of outsourcing.

Trump told the Wall Street Journal on Tuesday that Apple chief executive Tim Cook has committed to build three big manufacturing plants in the US. Apple declined to comment on Trump's remarks, on where or when the plants were planned for, or on whether the Foxconn announcement was related to Apple.

But Foxconn hasn't followed through on other big promises it made to the U.S. The company still hasn't built the $30 million plant in Pennsylvania it announced in 2013.

"It starts today with this investment in Wisconsin", Foxconn chairman Terry Gou said at the White House. The state of Wisconsin is reportedly set to award $3 billion in incentives to Foxconn for the new plant.

The Taiwanese manufacturing giant, which plays a critical role in producing iPhones, could bring more than 10,000 new jobs to the state, the same source said. The plant could employ up to 13,000 workers.

Wisconsin state Sen. Jennifer Shilling, a Democrat, questioned whether there is "legislative appetite for a $1 (billion) to $3 billion corporate welfare package". "In other words, if I didn't get elected, he definitely would not be spending $10 billion". Foxconn said in a release the announcement was just the first of several investments the company will be making in the U.S. The incentives would only be awarded if Foxconn creates the jobs and pays an average salary of almost $54,000.

Trump narrowly beat Hillary Clinton in Wisconsin, a rust belt state where his message of keeping jobs in the USA resonated with voters.
