Trump to tout apprenticeships as way to fill jobs gap

According to U.S. Labor Secretary Alexander Acosta, only 3 percent of the American workforce are apprenticeship graduates. Enlarging the pool is an idea that has bipartisan support. Trump's apprenticeship rollout, he said Thursday, will "place students into great jobs without the crippling debt" that often comes with it. They are paid for their work, but at a lower rate to reflect the fact that they are still in training. It is considering spending $4 billion on a United States factory and hiring 5,000 workers to make display panels. The White House estimates there are 6 million vacant jobs that companies can not fill due to a lack of skilled workers. Of the 146 million jobs in the United States, about 0.35% - or slightly more than a half-million - were filled by active apprentices in 2016. "His proposed increase to the apprenticeship program is not enough, and the cuts in other parts of the Department of Labor programs undermine his goal".

While a broad range of experts and industry groups praised the administration's focus on apprenticeships, some anxious about opening up the federal process to outside players. "Most apprenticeships are government certified".

But Trump's 2018 budget - which Congress is unlikely to pass in full form - would reduce funding for job training programs under the Workforce Innovation and Opportunity Act, which President Barack Obama signed into law in 2014, by 39%, shifting the majority of responsibility of states and employers.

President Donald Trump said Monday he'll announce an initiative later this week aimed at getting technical training apprenticeships for people without college degrees. We're training people to have great jobs and high-paying jobs.

In addition, the executive order directs the Secretary of Labor, in conjunction with the secretaries of Commerce and Education, to establish an Excellence in Apprenticeship Program within two years of the date of the order. "Additionally, they provide affordable paths to good jobs and, ultimately, careers", the executive order stated. We don't want to talk too quickly. In addition to undermining employers' faith in apprenticeship, it may also undermine portability of the Registered Apprenticeship credential, as employers will be less inclined to view it as a signal of skills mastery.

And she took it one step further Thursday by feeding daughter Alia while holding court on the subject of black lung disease. And we need more family-friendly and flexible workplaces, and affordable childcare, for everyone, " she said.

Democratic lawmakers and a union leader said Trump's visit to tout apprenticeship programs is a hypocritical photo opportunity given his budget proposal would cut funding for worker training.

But Helper, now a professor at Case Western University, noted that how federal funds are spent on apprenticeship programs also matters. Oversight of unregistered programs, critics say, could result in some sham offerings.

While such fears are still deeply entrenched, says Ms. Flynn, of Jobs for the Future, "those mind-sets are starting to change now that parents are aware of the high-quality career-education options available".

"Use available funding to promote apprenticeships, focusing in particular on expanding access to and participation in apprenticeships among students at accredited secondary and post-secondary educational institutions, including community colleges; expanding the number of apprenticeships in sectors that do not now have sufficient apprenticeship opportunities; and expanding youth participation in apprenticeships".

Dawn Sweeney is the President and CEO of the National Restaurant Association and the National Restaurant Association Educational Foundation. She also said it was important to implement these programs at the local-not federal-level because that allows businesses to work with community colleges to develop the appropriate curriculums.
