Missouri House takes step toward overriding photo ID veto

A spokesman for Koster reaffirmed that he remains opposed to the proposed constitutional amendment that also must pass before the state can impose a photo ID mandate for voters.

Jay Nixon has cut $59 million of spending for schools, roads and other programs to counteract new tax breaks enacted when lawmakers overrode his vetoes.

According to the Associated Press, outgoing term-limited Nixon is the most overridden governor in Missouri's history with a staggering 83 vetoed bills and budgets reversed by the legislature - four times more than the combined total of every chief executive in the state going back to 1820 when it was still a territory. Over his past six years in office, lawmakers have successfully overridden 96 vetoes of bills and budget measures. They also passed Senate Bill 608, which would add a fee to someone on Medicaid if they skip an appointment. Among the high-profile measures likely to be taken up this year are a pair of tort reform bills that aim to bring greater fairness and balance to Missouri's legal system, Senate Bill 591 and Senate Bill 847.

The votes occurred as many lawmakers are campaigning for re-election in November.

The guns legislation prompted some of the most intense debate Wednesday. "The targets in our area are black boys, not pheasants", Sen. Maria Chappelle-Nadal, who represents Ferguson and is a member of the tiny Democratic minority caucus, warned that in urban areas like her district, this law could be especially risky. State Representative Bill White of Joplin tells News Talk KZRG the sales tax covers entertainment.

Republican lawmakers contended that these fears are unfounded.

New concealed carry laws are coming to Missouri after the legislature overrode Gov. Jay Nixon's veto of SB 656.

Supporters of the bill said it will make the state safer by allowing more residents to carry firearms in self-defense, while still banning certain criminals and mentally incompetent people from having a gun. In a letter to the governor, FOP president Kevin Ahlbrand said the bill "will cost not only citizen lives but will also be extremely unsafe to law enforcement officers".

The largest cost associated with the new tax breaks comes from a measure allowing cattle ranchers and other agricultural producers to deduct federal disaster aid payments from their state income taxes.

While he also has problems with the "stand your ground" provisions, he said, "if this bill didn't get rid of the training, I probably wouldn't be against it". Missouri will join 10 other states with what supporters describe as a "constitutional carry" right.

UPDATE, 4:30 p.m.: The Missouri Senate is in the midst of a two-hour discussion about whether to override the governor's veto of photo voter identification. If voters swear they don't have photo IDs, they would still be allowed to vote by showing other forms of identification. And if the state budget doesn't include money for such costs, the ID requirement would not take effect.
